As previously announced on ryzom.com:
We have just closed the Advanced Test Server (ATS) (http://www.ryzom.com/?page=ats) to perform a technical system upgrade (for the techies, we upgrade to gcc 3.4). We want to be sure it is not affecting the server and the Ryzom code, so it will remain closed a few days.
The next step will be to patch the rebalancing changes (http://www.ryzom.com/?page=news&id=1028) on the ATS. If you want to try these changes before they reach the live servers, be sure to fill the ATS application (http://www.ryzom.com/?page=ats). We'll recruit additional testers in the meantime.
