Do you get lower sp costs to get new skill depending on your race, or is it uniform for all races?
What are key skills to get that reduce the sp cost of other skills?

all sp costs are uniform throughout the world, you may sometimes see what appear to be the same spells for sale(named slightly differently) at different sp prices, this is because the cheaper one is just the upgrade part ie, cold damage 3. Whereas the more expensive one would be the complete recommended spell composition that would contain for example cold damage 3, a range credit, a casting time credit and a sap cost credit.

So you can either buy the individual parts (stanzas) of a spell, or buy the complete bundle. After you get to know wat you are doing, you will probably just buy parts of the spells and compose your own, you`l find that casting time credits aren`t neccessary beyond the first one or two, so neglecting to buy these may save you a few sp.

Dont worry about "aim at" stanzas in melee either just yet.
