New n00b with question

First let me say hi to everybody and thanks to the ones that already helped me in game.

Now about the question, subject is crafting.
Yesterday i was working on my big plan A: "Conquer the world in 3 easy steps" when i realized i had my priorities wrong, so i switched to plan B "Get yourself dressed". Given i was the richest being among yubos i bought all quality 50 raw materials to craft a magic amplifier wich turned out to be quality 10. So here comes the question: crafted quality is determined solely by raw materials employed in the process? Or you have to improve your skills, like "craft quality 20 yubos underwear"?

The latter.

At level 20 (I believe) in crafting, you will have the option to purchase tier 2 crafting stanzas (e.g., Armor Crafting 2). Items crafted using the tier 2 stanzas will be QL20 or lower.

The materials you use to construct an item generally affect individual stats of the item. The maximum QL of the item is determined by the crafting skill (stanza) applied. Please note, however, that if you are trying to craft a QL20 item, but use less than QL20 materials, you may have a lower QL end product.

small correction though, at lv10 in a crafting line you can visit the trainers and learn to produce a q20 item, then from lv11-19 your skill (success rate) at making this will increase, at lv20 you can again train and make q30 stuff.
